REF: Request for Information (RFI): Development of the 70MWac Lephalale Solar Photovoltaic Project

Cennergi Holdings Proprietary Limited, through a ring fenced special purpose vehicle, (“Exxaro”) is developing the circa 70MWac Lephalale Solar photovoltaic (PV) Farm (“the Project”), near the Grootegeluk Coal Mine in the Limpopo province, South Africa.
Cennergi Proprietary Limited (“Cennergi”), a wholly owned subsidiary of Exxaro Resources Limited, will be managing the procurement process on behalf of Exxaro.

Cennergi is seeking tenders from reputable and competent Engineering, Procurement and Constructing (EPC) Contractors (“the Contractor”) to design, procure, construct, operate and maintain the Project for a period of five (5) years under a turn-key agreement, which is the target of this RFI.

The procurement of these services will be run as a two-stage process. The RFI submissions will be used to confirm, and shortlist interested parties. Shortlisted parties will then be invited to submit binding pricing in response to a full request for proposal (RFP). Unsuccessful parties wil be notified via email. Contractors not successful with the application of the RFI, will not be considered as part of the RFP process.

The selected Contractor shall:

• provide a “turn-key” 70MWac solar PV power plant and the related infrastructure and grid connection Project.
• be responsible for all aspects of the Project, including the detailed engineering investigations, design, manufacture, procurement, supply, shipping and importation, planned storage, delivery, construction, erection, installation, commissioning, testing, energisation and providing Performance Guarantees of the complete Project.
• be responsible for the operation and maintenance of the Project for a period of five years. be responsible for a fully wrapped EPC and O&M model, where all EPC and O&M risks are fully wrapped by the Contractor.

Basic requirements for the selection by Exxaro include that the Contractor must have played a leading role in at least three 50MWac (or larger) Solar PV Projects in South Africa in respect of:

• construction (Fully wrapped EPC); and
• operations and maintenance.
