Call for Member Inputs: NERSA Electricity Trading Rules – Consultation Round 2

SAPVIA is calling on all members to submit inputs on NERSA’s proposed Rules for Electricity Trading in South Africa. Your voice matters, help us shape a regulatory framework that works for the solar PV industry.

What is this about?

The National Energy Regulator of South Africa (NERSA) has published draft Trading Rules and an accompanying Consultation Paper (April 2026) governing how electricity will be bought, sold, and wheeled in South Africa’s evolving electricity market. These rules will directly affect:

  • Independent Power Producers (IPPs) and solar generators
  • Licensed Traders and aggregators
  • C&I customers with wheeling or PPA arrangements
  • EPC companies and installers across the solar value chain

Key issues up for consultation:

Topic What is proposed
Contestable Customer Eligibility Consumers on HV/MV/LV networks with Notified Maximum Demand ≥ 1 MVA may participate in the competitive market from Phase 1.
Generator Eligibility Only generators with capacity > 100 kW, licensed or registered with NERSA, may participate in bilateral trading.
Volume Restrictions Contestable customers may source 20%–50% of supply from third parties over 5 years (Phases 1 & 2); no restriction from Year 6.
ANBC Tariff Customers exceeding volume restrictions may opt for the Accelerated Non-Bypassable Charge Tariff (NBCs ≥ 66% of total cost of supply).
Non-Bypassable Charges All grid-connected customers pay these charges regardless of supplier, to ensure cost recovery for network, capacity, and policy costs.
Trader Reporting Licensed traders must submit bi-annual reports to NERSA including DSAs, PPAs, volume compliance, and complaint logs.
Wheeling Arrangements Rules for physical and virtual wheeling, including loss adjustments, reconciliation, and billing frameworks.
Retail Competition Phases Market opens in four phases from limited contestability (Phase 1) to full retail competition (Phase 4).

STEP 1 Complete the SAPVIA Member Input Questionnaire by clicking here
STEP 2 Provide your organisation’s details, responses to consultation questions, and any additional comments.
STEP 3 Submit by 20 May 2026 to allow SAPVIA time to consolidate inputs before the NERSA deadline of 23 May 2026.
