SAPVIA Engages City of Tshwane on Improving SSEG Registration Processes

SAPVIA, together with several member companies, recently held a constructive engagement with the City of Tshwane to discuss challenges experienced with the Small-Scale Embedded Generation (SSEG) registration process. The session aimed to unpack bottlenecks faced by solar providers and explore solutions to accelerate renewable energy adoption in the metro. During the meeting, SAPVIA members highlighted key issues including:

  •  Excessive Single Line Diagram (SLD) requirements compared to other municipalities
  •  A highly manual application and approval process
  • Extended delays in receiving feedback
  • Limited communication on progress and status of applications

To demonstrate the potential benefits of streamlined processes, SAPVIA referenced the City of Cape Town’s digital system where submissions are completed online with approval turnaround times of approximately two to three weeks.

SAPVIA recommended the following interventions to improve efficiency and support industry growth:

  • Digitisation of applications with real-time tracking
  • Removal of unnecessary departmental reviews
  • Standardisation of SLD requirements in line with NERSA and other metros
  • Improved turnaround times
  • Ongoing stakeholder engagement
  • Regular workshop sessions with solar providers

The City of Tshwane responded positively, sharing ongoing internal projects including a review of the residential SSEG application process, refined SLD requirements, and initiatives to streamline workflow. A follow-up engagement has been proposed for late October to continue driving progress.
