Industry Updates | Eskom Congestion Curtailment Framework

We are pleased to share the revised GCCA 2025 Addendum, which introduces a temporary mechanism to enable earlier grid connection for wind projects in the Eastern and Western Cape.
Approved by NERSA (29 April 2025), this mechanism allows limited, compensated curtailment during network constraints for the MYPD6 period (2025–2028). The curtailment limit has been revised to 4%, unlocking additional hosting capacity of approximately 1.1 GW in the Western Cape and 400 MW in the Eastern Cape, increasing total capacity in these provinces to 7 205 MW by 2028.
The mechanism applies to all wind projects except those with valid Budget Quotes (BQs). Eligible projects include new or pending CEL applications, projects under BQ/IGCAR evaluation, and those with provisional grid allocation or GCAG in progress.
Key milestones for the implementation of this mechanism include the publication of the revised GCCA Addendum on 31 October 2025, the finalisation of financial and operational curtailment procedures by 31 March 2026, and the implementation of the automatic curtailment system by 31 October 2026.
In summary, this approach offers earlier grid access for wind projects in the Eastern and Western Cape while introducing some operational curtailment exposure. Curtailment compensation is limited to the 2025–2028 pilot period, and the lower curtailment ceiling slightly reduces near-term connection capacity, but overall, it supports the accelerated integration of renewable energy and national energy transition objectives.
