NERSA’s Market Inquiry into Fixed and Capacity Charges in the Electricity Sector

Please find attached the TOR for NERSA’s Market Inquiry into Fixed and Capacity Charges in the Electricity Sector. This inquiry will examine the structure and impact of fixed charges, generation capacity charges (GCC), legacy charges, and other related fees levied by electricity distributors, including Eskom and municipalities.
Key Objectives:
- Investigate the formulation and justification of these charges
- Assess their impact across customer segments
- Evaluate alignment with approved tariff methodologies
- Promote transparency and regulatory certainty
Scope of Inquiry:
- Focus on municipal fixed charges and Eskom’s unbundled generation tariffs
- Methodologies include data analysis, stakeholder submissions, benchmarking, and public hearings
NERSA has invited inputs and comments from residential, commercial, and industrial customers, municipalities, Eskom, and industry bodies by 25 October 2025.
