Energy Council Update I Member Input Request – NERSA Cost Recovery Rules for Independent Transmission Projects

A Call for Inputs for SAPVIA Members

Dear Members,

NERSA, in accordance with the National Energy Regulator Act and the Electricity Regulation Act, is responsible for regulating South Africa’s electricity supply industry. In response to persistent grid constraints and delays in the Transmission Development Plan, government has resolved to attract private investment into the national transmission network through Independent Transmission Projects (ITPs).

The Ministry of Electricity and Energy, in collaboration with National Treasury and the NTCSA, intends to launch the first ITP tender by 30 November 2025. As part of this initiative, NERSA has drafted Cost Recovery Rules (CRR) to ensure consumers contribute to a reliable transmission grid while enabling investors to recover efficient investment costs. NERSA is now inviting public and stakeholder comments on the proposed CRR. SAPVIA will consolidate member inputs for formal submission.

Submission Requirements

SAPVIA members are requested to provide inputs by completing the 5 questions submission form available below:

Inputs will be collated and submitted to NERSA. The consultation paper outlines five (5) guiding questions for stakeholder comment. Points requiring clarification will also be reviewed and incorporated into the consolidated industry response. Please refer to the attached documents for further detail.
